Role summary

 

The role is to act as the deputy to the nominated Compliance Officer and Money Laundering Compliance Officer for Sanne Fiduciary Services Limited, Sanne Trustee Services Limited and Sanne Fund Administration Limited (the “Sanne regulated entities”) and to manage the Compliance Function in Jersey.

The role holder will have direct access to the boards of the relevant registered persons and have unfettered access to all business lines, support departments and necessary information.

The role holder will report to the Chief Compliance Officer.

 

Key responsibilities 

 

The Deputy Head of Compliance will support the two key person roles of Compliance Officer and Money Laundering Compliance Officer for Sanne Fiduciary Services Limited, Sanne Trustee Services Limited and Sanne Fund Administration Limited (the “Sanne regulated entities”). Where the role is supported by resources, this role will include line management responsibility. 

 

Key responsibilities can be summarised as follows:

Compliance officer

 

  • Ensuring appropriate monitoring of operational performance and managing regulatory and compliance issues;
  • Ensuring that monitoring of internal policies and procedures are being consistently and effectively adhered to;
  • Assessing, and recommending amendments to, internal systems and controls as well as policies and procedures to facilitate compliance with the regulatory framework;
  • Where appropriate, promptly instigating action to remedy any deficiencies in the compliance arrangements;
  • Act as the principal point of contact for employees on day to day regulatory matters where applicable;
  • Act as the principal point of contact with the Commission on day-to-day regulatory matters; and
  • Providing senior management and the board of directors of the relevant registered persons with regular written reports in respect of the registered person’s compliance with the requirements of the relevant laws, orders and codes of practice.

 

Money Laundering Compliance Officer

 

  • Maintaining appropriate independence, in particular from customer-facing, business development and system and control development roles;
  • Ensuring that the required level of CPD is undertaken each year; and
  • Work with CO/MLCO’s/MLROs in other jurisdictions to build a consistent and compliant Group wide AML/CFT and regulatory framework.
  • Assisting with other duties to support the Chief Compliance Officer as may be necessary from time to time.
  • Monitoring compliance of the relevant registered person’s compliance with legislation in Jersey relating to money laundering and financing of terrorism and the AML / CFT Codes of Practice issued under the Supervisory Bodies Law;
  • Ensuring that there are adequate procedures for monitoring compliance with, and testing the effectiveness of policies and procedures;
  • Ensuring that there are adequate procedures for monitoring and testing the effectiveness of measures to raise awareness and training;
  • Monitoring whether the enactments in Jersey relating to Money Laundering and the Financing of Terrorism and AML / CFT Codes of Practice are being complied with;
  • Monitoring and testing compliance with systems and controls (including policies and procedures) in place to prevent and detect money laundering and financing of terrorism; and
  • Reporting periodically as appropriate to the board on compliance with the relevant persons, systems and controls (including policies and procedures) and issues that need to be brought to its attention.

 

Management Responsibilities

  • Managing the workload of the members of the Compliance function in order to ensure that it is effective; and
  • Contributing to the development of the members of the Compliance function.

Skills, experience and behaviours required 

 

You have substantial finance sector experience and excellent understanding of and experience with performing Compliance/ AML/CFT roles within a regulated financial services business and will have:

  • sufficient experience and skills which include, holding an appropriate (as determined by the registered person) compliance or other professional qualification or be studying towards such a qualification;
  • a sound knowledge of the Financial Services (Jersey) Law 1998, any orders issued under the Law;
  • a sound knowledge of the Codes of Practice for Fund Services Business and Trust Company Business;
  • a sound knowledge of other regulatory and legislative requirements applicable to the business undertaken by the relevant persons;
  • a sound knowledge of the Jersey Anti-Money Laundering legislation and any orders issued under those laws;
  • a sound knowledge of The Handbook for the Prevention and Detection of Money Laundering and the Financing of Terrorism;
  • full awareness of their own obligations and those of the relevant persons under the laws mentioned above as well as the Terrorism Law, the Directions Law, Terrorist Sanctions Measures;
  • leadership ability with excellent communication skills. You are self-motivated and capable of prioritising workloads as required; and
  • a good working knowledge of Microsoft office products, in particular Outlook, Word and Excel
